City man eyes Guinness for most ailments

MUMBAI: Sham Soma Solanki is short but his list of ailments is excruciatingly long.

From the humble hernia to the mind-numbing cancer, from long-standing diabetes to a crippling stroke, this mukadam from the Thane Municipal Corporation has suffered 20 various diseases in his 47 years of life, says his family as well as his doctors. In fact, his doctors have sent his medical papers to the Guinness World Records for consideration.

Solanki was discharged from Jupiter Hospital in Thane last week after recovering from his latest health emergency, a heart attack that was followed by a high-risk bypass surgery.

Considering that he suffers from congestive heart failure (last year, doctors drained out five litres of liquid from his lungs) and two of his ribs were removed after they got gangrene, Solanki's heart was indeed a difficult one to operate, cardiac surgeon Dr Jayesh Dhareshwar, who was among the 10-member team treating Solanki, said. "His lung condition was so bad that four hospitals refused to operate on him. His heart's pumping action too was barely 25," cardiologist Dr Vijay Surase from the same hospital said.

Solanki smilingly says that his family — wife Sujata is a Shiv Sena corporator and two sons — were convinced that this was the last stop. "We had approached many doctors who said that, given my poor heart condition, I wouldn't make it beyond the operation table. We are ecstatic that I managed," says Solanki, who has a story to relate for most of the cuts and stitches on the various parts of his body.

Dr Surase said, "We have performed various immunology tests on Solanki but he doesn't seem to have any one particular condition that seems to have contributed to these 20 diseases." The count of 20 also includes bouts of malaria, dengue and typhiod that the patient has suffered.

He has, in fact, sent Solanki's case study along with his health reports to the Guinness World Records in London. The 40-day scrutiny may or may not earn Solanki the unhealthy distinction of having suffered from the maximum number of diseases but doctors are convinced that he is among the rarest of patients. "Each disease is mutually exclusive of the other," Dr Surase added.

"The last seven years have been terrible. Every few months, there has been a new health problem," says Solanki, who has been in and out of various hospitals in this period. His problem actually began 15 years back when he discovered that he had diabetes. "I had only had a hernia operation before that."

In 2003, he discovered he had cancer, which was quickly followed by a stroke that paralysed his right side. "If not for my wife and elder son, who kept nudging me to carry on, I wouldn't have managed," he said. "When doctors discovered my cancer, Hodgkin's Lymphoma (lymph node cancer), my friends told me that I should make merry till I am alive. Their advice was to smoke unlimited and drink unlimited," he says.

Not surprisingly then, Solanki used to smoke 10 cigarettes a day till his heart attack on May 28 this year. But he now promises to reform. "Given my son's dedication to ensure that I stay healthy, I will take care of myself now," he says.

In 2004, doctors found TB meningitis that was followed by an attack of gangrene in his left arm. "One of the scariest moments was in 2006," Solanki admits, "when doctors discovered an abscess in my hip." He was advised an amputation as the muscles were nectorised (dead). "It took an year of daily cleaning up to save my leg," says Solanki, showing off the four-clover mark on his buttock. Then, a mass was discovered on his windpipe that temporarily robbed him of his voice even as his kidney suddenly failed in 2008.

Last year, gangrene developed on two of his rib bones, needing them to be removed. Then came the discovery of heart failure and asthma before the heart attack on May 28. A senior doctor from a south Mumbai hospital, however, feels that Solanki's plight is the combination of compromised immunology and a bad lifestyle.

"He must surely have some predisposing factors such as alcohol or smoking and some genetic predisposition that must have led to such multiple condition," the doctor said.

Kill Switch in Google Android!



NEW DELHI: Google has a Kill Switch in Android. In a blog post, the company disclosed that it has remotely removed two applications from Android phones that ran contrary to the terms of the Android Market.

According to Rich Cannings, Android Security Lead, "Every now and then, we remove applications from Android Market due to violations of our Android Market Developer Distribution Agreement or Content Policy.

In cases where users may have installed a malicious application that poses a threat, we’ve also developed technologies and processes to remotely remove an installed application from devices. If an application is removed in this way, users will receive a notification on their phone."

According to the blog post, "The remote application removal feature is one of many security controls Android possesses to help protect users from malicious applications.

In case of an emergency, a dangerous application could be removed from active circulation in a rapid and scalable manner to prevent further exposure to users. While we hope to not have to use it, we know that we have the capability to take swift action on behalf of users’ safety when needed."

In a filing to US Federal Communications Commission in 2009, Google reportedly said that it had taken down about 1% of applications that had been uploaded to the Android Market because they failed to comply with Google's terms.

A survey by SMobile Systems of over 48,000 apps in the Android Market recently noted that "one in every five applications request permissions to access private or sensitive information that an attacker could use for malicious purposes."

NSG meet steers clear of China-Pakistan nuke deal

NEW DELHI: In the end, the Nuclear Suppliers Group steered clear of two difficult subjects: the China-Pakistan nuclear deal and the US's efforts to sew up an agreement restricting transfers of enrichment and reprocessing technology to non-NPT compliant countries.

In an official statement the 46-member group observed that participating countries "continued to consider implementation" of civil nuclear cooperation with India. "It noted actions taken to adhere to the NSG guidelines and the voluntary commitments made by India."

According to sources, the China-Pakistan deal came up for a lot of discussion but it didn't make it as an agenda item, especially after the numerous questions to China failed to elicit any clear replies from Beijing.

However, Chinese nuclear companies have already reportedly signed agreements to build two new reactors in Pakistan, well before the NSG meet. NSG confined itself to calling for consultation and transparency in dealings with non-NSG states, an oblique reference to the Pakistan deal.

VIENNA: A Spanish precious metals trading company bought the world's largest gold coin for 3.27 million euros, its exact material worth, from the estate of an insolvent investment firm at a rare auction in Vienna on Friday.

The 100 kg (220.5 lb) piece, one of only five Canadian $1,000,000 Maple Leaf coins the Royal Canadian Mint has ever produced, was snapped up immediately in a written bid from ORO direct, a gold trading company based in Madrid.

There were no counter offers in an auction room packed with more journalists than potential buyers. It sold for the catalogue sum, the coin's pure gold value based on Friday's market price. This was four times its face value.

The auction was ordered by the administrator of Austrian investment group AvW Invest, which filed for insolvency in May after its owner and chief executive was arrested on suspicion of fraud, breach of trust and other charges.

AvW had acquired the coin in 2007, joining an exclusive club of owners including Queen Elizabeth, who is also displayed on one side of the coin, two unidentified investors in Dubai and one who is so reclusive even his or her residence is unknown.

AvW had lent its coin, 53 cm (21 inches) in diameter and 3 cm thick, to Vienna's Kunsthistorisches Museum where it had been on display as part of its coin collection.

Its purity is 99.999 percent, the purest type in the market.

The Royal Canadian Mint launched the coin in 2007 to showcase its production facilities and steal the entry in the Guinness Book of Records for the world's biggest gold coin.

That title had previously been held by the Austrian mint, who in 2004 produced fifteen 100,000-euro coins weighing 1,000 troy ounces (31.1 kg) to celebrate the 15th anniversary of its best-selling Philharmonics coin.

How to Capture Videos of Google Earth



This is a short video animation captured using the free version of Google Earth.

The video in high-resolution (720p HD) and the animation plays very smoothly but before I share the actual software that I used to record this movie clip, please read the guidelines for using content from Google Earth and Google Maps:

[Online use] You do not need permission to create and display video created from Google Maps or Google Earth in a video, whether hosted on your own site or through a service such as YouTube. You must purchase a copy of Google Earth Pro if exporting motion video, because screen capturing is not allowed.

If your usage meets the ‘fair use’ criteria, you can use the free Wegame client to record movies of Google Earth on your Windows machine. Wegame, a popular tool for recording video games, was recently updated and it now supports full-screen recording at 30 frames-per-second for smooth video.

Unlike most other screencasting software where you just hit the Record hotkey to start recording, it may take a couple of tries for you to get comfortable with the Wegame capture process.

Web talk

With technology making inroads into institute campuses, IIM Shillong decided to webcast its first convocation ceremony on April 3. Earlier, the institute conducted video conferencing for placement purposes, thus defying the disadvantages of distance and connectivity.

Said a spokesperson of the institute, “Since many students and their relatives were unable to attend the convocation, we decided to explore webcast and reach out, which was a successful venture.”

As far as innovation is concerned, IIM S has implemented ERP system in its operations, which has made the campus paper-free, thus promoting an eco-friendly and sustainable management system.

Sustainability has always been the institute’s focus. The institute started its operations at a time (July 2008) when the financial world was beginning to crack down. With established systems across the world on the verge of collapse,
development of better and ‘sustainable’ business processes became important.

Hence, IIM S designed its courseware with the future in mind. The need of the hour in management education is to attain a balance between corporate and social welfare.

According to the spokesperson, “IIM S aims at churning out managers who can become change agents. Most importantly, the world — besides experiencing climate issues — is also facing a severe resource crunch. It is a known fact today that profits alone cannot continue to be the only aim of businesses and hence development of better and more sustainable processes is needed. IIM S aims to play a central role in such a change,” she says.

A total of 63 participants were awarded the postgraduate diploma in management (PGDM).

India foils Chinese bid to patent 'pudina'

NEW DELHI: India has foiled a major Chinese bio-piracy bid to patent the use of medicinal plants 'pudina' (mint) and 'kalamegha' (andrographis) for the treatment of H5N1 avian influenza or bird flu.

The Council of Scientific and Industrial Research (CSIR), with the help of India's Traditional Knowledge Digital Library (TKDL), dug out formulations from ancient Ayurveda and Unani texts, like 'Cakradattah', 'Bhaisajya Ratnavali', 'Kitaab-al-Haawi-fil-Tibb' and 'Qaraabaadeen Azam wa Akmal', dating back to the 9th century, to show that both 'pudina' and 'kalamegha' have been widely used in India since ages for influenza and epidemic fevers.

After receiving exhaustive evidence from CSIR that confirmed India's stand, the European Patent Office (EPO) on June 10 cancelled the decision to grant patent to Livzon, a major Chinese pharmaceutical company, on the medicinal properties of pudina and kalamegha for treating bird flu.

It all began when Livzon, on January 19, 2007 filed a patent application at EPO claiming usefulness of pudina and kalamegha for the treatment of bird flu to be novel. Impressed with the data, EPO decided to grant patent to Livzon on February 25, 2010.

However, on April 27, director of TKDL Dr V K Gupta shot off a letter to the EPO informing the examiners that the medicinal properties of pudina and kalamegha have been long known in Indian traditional medicine.

The letter said, "The patent application number EP1849473, titled Chinese traditional medicine composition for treatment of avian influenza, method for preparation, and application thereof, may kindly be referred to wherein the usefulness of andrographis (kalamegha) and mint (pudina) for treatment of fever, detoxification and for the treatment of avian influenza, has been claimed to be novel."

The letter added, "In the TKDL, there are several references where andrographis and mint are used for the treatment of influenza and epidemic fever. Hence, there does not seem to be any novelty or inventive step involved in the claims made in the above referred patent application."

Following the letter, the EPO set up a three-member panel to study the evidence. On June 10, the panel decided to cancel the Chinese patent claim.

TKDL is a collaborative project between CSIR and Union health ministry's department of Ayush.

In 2000, a TKDL expert group estimated that about 2,000 wrong patents concerning Indian systems of medicine were being granted every year at the international level, mainly due to the fact that India's traditional medicine knowledge existed in languages such as Sanskrit, Hindi, Arabic, Urdu, Tamil etc. These were neither accessible nor understood by the patent examiners at the international patent offices.

TKDL, therefore, overcame these language and format barriers by scientifically converting and making available information contents in 34 million A4 size pages of the ancient texts into five international languages -- English, Japanese, French, German and Spanish.

Q) In what ways will innovation in technology have an impact on higher education?

Technology, today, plays a central role in providing access to information. It is breaking down barriers to make information more accessible even in remote locations. The ability to find and discover information from around the world at the click of a mouse has made each of us more informed and powerful as individuals. Research from IAMAI iCube report states that education-related searches are the fourth most popular activity online. This indicates that the internet has become central to education whether it is for finding the right institute for higher studies or just researching the internet for project works.

At Google, our goal is to give, all our users around the world, access to the information they want, from the widest variety of sources, wherever they are. Making the world’s information universally accessible and useful, exploring greater choices, new freedom and ultimately more power for people is our objective. Search is at the heart of what Google does.

As we see the broadband penetration increase in the country — videos will become an increasingly popular source of information for education. In fact, many universities already have channels on YouTube where they post videos by senior professors on various topics.


Q) What is the future of local search in India? What have you added to local search in terms of new innovations?

Google breaks down geographic and language barriers. We have made web search available in more than 110 languages — with more than 10 different languages in the Indian subcontinent and have more than 1,500 local-language versions of our various products. Apart from this, we have also created a translation service, which makes it possible to search, read and communicate in scores of languages.

But pushing the boundaries of the web isn’t simply a question of adding more content and languages to our services. It’s also about making it easier for people to access that information. The majority of India’s citizens do not own a computer. For many of these people, making it possible to conduct a search, find maps, or scan the news on mobile phones is much more than just useful and convenient; it’s a doorway to the whole world, to greater educational opportunities and fresh perspectives.

We recently launched various sets of applications like search by voice and by camera images called Google Goggles, as well as providing direction by using landmarks and local business listings on Google places. The newest innovation is the product search, which helps people see, compare and make an informed choice when shopping. With technologies such as voice and image recognition, location and language intelligence, users now enjoy a great degree of personalisation.

Another important area of work is building ‘accessible’ products — meaning products that work for those who have difficulty in viewing or typing. Our ‘Accessible Search,’ for example, is designed to help the visually impaired find the most relevant, useful and comprehensive information on the web, as quickly as possible. Our goal is to use the capabilities of technology to meet the rapidly growing and changing demands of people for more information.


Q) What are the recent online consumer and advertiser trends in the education sector?

The internet population in our country is predominantly young, with 18 to 35 forming the majority. This young audience is always looking at the internet for information across subjects. We have international universities, vocational training institutes to online education portals as our advertisers. Online medium gives them the flexibility to manage their cost, precisely target their audience and the ability to engage students in an interactive manner.

With over 70 million internet users in the country — the online advertising spent by the education sector has gone up significantly and advertisers are spending around 30% of the total advertisement budget online and this is expected to go up to 45% in the next two years. Education, in fact, is one of our fastest growing verticals in terms of ad spends and we expect this to continue. Advertisers are reaching out to students through search-related advertising on Google search and are also increasingly looking to building brand awareness by advertising on properties like Orkut and YouTube in India.


Q) Google has become an addiction for many. Do you feel it affects one’s creativity?

Easy access to information only makes people more informed and help make smarter decisions. Discovering information on the internet, in fact, aids creative thinking and opens up minds to explore more. We regularly receive comments from our users on how they find our services and products very useful when working on their projects.


Q) Do you have any projects with schools or colleges where you are reaching out to students directly?

We started a unique project in India called 'The Internet Bus of Google.' This was initiated as a mobile ‘internet laboratory’ that would travel to small towns across the country; educate people about the internet, show them what the internet could do for them, and stimulate demand. Our goal is to empower people with information. The idea was to get people to interact with the internet and use it to solve their day-to-day information needs. We also reached out to students and the common man on the street to educate them on how they can place information on the internet, add web content, and make the internet useful to others around them.

The previous leg (Tamil Nadu, Karnataka, Andhra Pradesh, Madhya Pradesh, Kerala and Rajasthan) of the Internet Bus has enjoyed success and interest among the people of these states. At present, the Google Internet Bus is touring Punjab and Haryana. It is presently in Amritsar, which is its 86city and has touched the lives of more than 6,00,000 Indians across 500 locations. Surveys have indicated that 26% of these visitors have gone online for the first time after visiting the Internet Bus.

Life's lessons

THE world of education, today, has undergone a complete transformation. While college classrooms are air-conditioned, the traditional canteen has been replaced by ‘cool' cafes and common rooms in hostels flaunt flat screen televisions.

At a time when the younger generation is growing up amidst a plethora of temptations, educationists, teachers and experts feel that educational institutes as well as independent initiatives should make an effort to instill the right values, which would help students to look beyond the materialistic appeal of life.

In keeping with this spirit, Chinmaya Mission offers a Brahmachari course that includes the fundamentals of Vedanta. The Mission's Vedanta institutes for spiritual studies were named by founder Swami Chinmayananda as ‘Sandeepany.'

A two-year programme in English, the Vedanta course is offered at the Sandeepany Sadhanalya at Powai, Mumbai. The course curriculum comprises Advaita Vedanta based on various scriptural texts. These texts are studied based on the respective commentary by Adi Shankaracharya. Also studied are Sanskrit grammar, Vedic chanting, and select Vedantic introductory texts, to mention a few.

Says Swami Advaitananda, Acharya, Brahmachari course, "What we essentially try to teach through the course is how to tackle real-life situations. After the course, students go back with a positive direction in life."

Karuna Bhattacharya, a veteran scholar in Indian Philosophy, who has taught at the University of Calcutta for more than a decade, feels that a course in Vedanta could benefit youngsters. At a time when the world is becoming more materialistic, she says, the core of Vedanta philosophy could be a lesson in transcending oneself in terms of greed, jealousy or selfishness.

In line with the Vedanta philosophy, students can be motivated to achieve the universal truth and undermine the ‘I.' Explains Chitra Guha, former headmistress, Devishweri Vidyatan (Uttarpara) in West Bengal, "It teaches us that we are all parts of a whole. So if the whole is good, the parts too must intrinsically have something good about them."
Ideally, Guha stresses, courses on Vedanta philosophy should be introduced at school level and taught through interesting stories. That will help students to gradually absorb the essence of Vedanta philosophy.

Most Vedanta scholars agree that this understanding could help youngsters to identify the good within themselves and work towards a positive and greater ‘truth'.

Oezil fires Germany into England showdown

JOHANNESBURG: Midfielder Mesut Oezil's second-half strike fired Germany to a 1-0 win over Ghana on Wednesday and into the World Cup last 16 where old enemies England will be waiting.

The win gave Germany top spot in Group D and a showdown with Fabio Capello's England in Bloemfontein on Sunday while Ghana face Group C winners the USA in Rustenburg on Saturday.

Oezil's superb strike from the edge of the penalty area on the hour mark proved decisive while Australia's 2-1 win over Serbia in the other Group D match was academic.

For the first time in World Cup history, two brothers lined up against each other as Manchester City's new signing Jerome Boateng came it at left-back for Germany to face elder half-brother Kevin-Prince Boateng of Ghana.

Brazilian-born striker Cacau, who started for the suspended Miroslav Klose, had the game's first chance when he was freed on the right wing, but fired straight at Ghana goalkeeper Richard Kingson.

Ghana had a chance after 15 minutes when Kwadwo Asamoah played the ball into the box for Asamoah Gyan, but Bastian Schweinsteiger stepped in to snuff out the attack.

Both teams had clear chances around the 25 minute mark in a frantic period in front of a 83,391-strong crowd at Soccer City.

First Ghana's Andre Ayew broke free into penalty area, but took one touch too many, then Germany's Oezil went one-on-one with Kingson only for the Ghana goalkeeper to make the save.

Germany captain Philipp Lahm then saved a Gyan header off the line.

Ayew picked up the first booking on 39 minutes for a tackle from behind on Cacau, while Germany's Thomas Mueller was also booked on 43 minutes for a clumsy tackle on 43 minutes.

Germany spent the first five minutes after the break in the Ghana half, but Asamoah squandered a golden chance to take the lead when he fired at German goalkeeper Manuel Neuer who managed to get a glove to the shot on 52 minutes.

With an hour gone, Oezil calmed Germany's nerves with a left-footed goal from the edge of the penalty area which finally beat Kingson to give his side the lead.

Ghana then poured forward and a shot by John Pantsil was blocked by Jerome Boateng less than a minute later, while Lahm pulled off a goal-saving block on an Ayew shot which was headed goal bound moments later.

The last 20 minutes were a tense affair as Ghana constantly tested the German defence, but Joachim Loew's team held firm to maintain their country's record of having never failed to qualify from the group stages at a World Cup.

Cabinet decides on rupee sign today

NEW DELHI: The Indian rupee is all set to join the elite club of major currencies -- dollar, euro, pound sterling and yen -- to have a unique identification symbol, with the Union Cabinet expected to take a call on the matter on Thursday.

The proposal, said to be prompted by the growing influence of the Indian economy in the global arena, involves a shortlist of five symbols for the Indian rupee drawn up the finance ministry, reflecting the Indian ethos and culture. Sources pointed out that the Cabinet was expected to give its nod to a symbol reflecting the Devnagari (Hindi) alphabet standing for "R" with two lines.

The rupee is only referred to by the abbreviation 'Rs' or 'Re' or sometimes as INR while major foreign currencies have their own distinct symbols, in addition to their abbreviations -- USD etc. The same abbreviated forms -- 'Rs' or 'Re' -- are also used in neighbouring countries such as Pakistan, Nepal and Sri Lanka.

The decision to have a symbol for the Indian rupee was taken by the government last year. The finance ministry wanted the symbol to represent the historical and cultural ethos of the country and called for entries from the public.

The five shortlisted designs are simple, easy to write and are designed to appeal to the Indian and international community. The shortlisted designers were asked to present their designs to a seven-member jury, comprising officials from the government and RBI and representatives from institutes like National Institute of Design, Lalit Kala Akademi, J J Institute of Applied Art and Indira Gandhi National Centre.

Recent survey results from Bing.com reveal that 76 percent of survey takers indicate a desire for one online destination designed to help cut through the clutter and get to the fun stuff faster. Some of the ways people can save time with the comprehensive service offered by Bing and stop searching for fun so they can enjoy the night instead include the following:
  • Music. You can now search for the lyrics that are going through your head, and in one click find the song, learn the words, listen to the full song for free and even buy it — for more than 5 million full-length songs.
  • Date night. When you’re ready for a night out, you don’t want to spend more time planning your night than enjoying it. Bing makes it easy to find the movie you want to see, read tweets from your friends about the new releases, check traffic, find turn-by-turn directions, decide on the perfect restaurant and find the best place to park.
  • Gaming. If you want to school your friends in your favorite online or casual games, Bing has you covered. From cheats and walkthroughs to the best tips and tricks, you’ll find it on Bing. You can also play more than 100 games without downloading, signing in or risking spyware.

  • Bing Music. Seventy-eight percent of people use search to find song lyrics, and 82 percent search to look up songs or artists. More and more people are purchasing music online, and most people like to hear a song before they purchase it. China Blocks Google Site For Moving To Hong Kong




Much of China was unable to access the Google site, which indicates a possibility that the Chinese government has chosen to punish the company for its decision last week to move out of Beijing and operate an uncensored site from Hong Kong.

Users were unable to do any search on the site, with few able to even access the home page. It was unclear whether the site had been shut down by Chinese censors or there was a glitch in the system. In either case, the widespread outage is seen as the Chinese Government’s retaliation to Google’s move to Hong Kong.

There have been no statements from Beijing, and this does not surprise analysts. The great Firewall of China – the country’s blocking system – is known to cut off access from sites that run afoul of Chinese administration.
After initially releasing a press note stating the disruption was possibly due to a change from their end, Google said that the change mentioned had been made a week ago, and the current disruption was from the Chinese end. It also added that the problem seemed to have been resolved and services had returned to normal. 

Google is not the only site to face such a problem. Facebook, Twitter and YouTube have all been inaccessible here for much of last year. Because Beijing seemed to be angered by Google’s strident comments last week and in January about the country’s strict censorship controls, many analysts believed it was just a matter of time before China’s sophisticated Internet filters blocked the Google site.

Last week, citing frustration with Chinese censorship controls and online attacks that seemed to be coming from China, Google officially pulled its Chinese-language search engine out of the country and relocated it to Hong Kong, which still operates like an independent state. The move ended Google’s four-year experiment with operating a Chinese-language search engine from Beijing under Chinese censorship rules. 

The question that remains is – how long will Beijing try to play a censorship role, until the access to free speech and thought one day bursts forth? And what the consequences of that will be, no one dares to bet on.


Zero fees from India has bankers relying on private share sales

India’s best quarter for stock sales in at least six years was accompanied by a slump in fees as investment banks competed to take state-owned companies public in deals that netted them almost no revenue.

Companies led by NMDC raised Rs 44,100 crore ($9.8 billion) through March 31, the most for a single quarter since Bloomberg began compiling data in 2004. While the value of sales doubled from the previous three months, fees slumped by half to Rs 2,000 crore, according to Bloomberg data.

More than half of sales were by state-owned companies that paid near-zero fees and crowded out private firms, putting pressure on banking revenues. JPMorgan Chase
& Co and ICICI Securities are among underwriters predicting a rebound in charges this year as more private companies tap stock markets for capital and the government overhauls the way it pays banks.

Vikram Pandit sees the day when he will earn over $1/year

Citigroup is getting smaller, and maybe even better. Just 13 months ago, Citigroup’s chief executive, Vikram Pandit, was facing the unthinkable. After bailouts worth $45 billion, the federal government had become the largest shareholder of a bank that was once among the biggest on the planet.

Citigroup’s shares were selling at barely a dollar each, having fallen from about $20 a year earlier and $50 a year before that.
There was even talk of nationalisation, a move that would have wiped out shareholders and cost Pandit his job and his legacy.

Fittingly, New York magazine called Pandit the “Most Powerless Powerful Man on Wall Street”.

Today, Pandit is still at the helm, and through a series of small but important moves, he is quietly asserting his influence. Piece by piece, he is shedding complex businesses like the insurance and retail brokerage units, shrinking the bank’s balance sheet and stabilising its finances.

In a search for non-polluting sources ofenergy, the North American states of Rhode Island and New England are embarkingon projects to set up offshore wind farms, up to 30 miles off the East Coast ofthe United States. The move comes at a time when President Obama has justcleared exploration offshore of the American coast.
 The wind energy project has definitebenefits, but critical to its implementation will be ensuring that the projectis cleared from an environmental as well as economic perspective, and is in thegreater public good.
Rhode Island has put potential sites undera three year scientific study, in order to study bird migration patterns,wildlife habitats, fish distribution and areas of cultural importance to NativeAmerican Indian tribes. Its goal has been to build a consensus and avoid thekind of conflict that the neighbouring state is facing, with businessinterests, coastal tribes and resident homeowners opposing the developer, CapeWind and supporters of the alternative energy movement.

Rhode Island has proposed two potentialoffshore sites — a $200 million eight-turbine project off Block Island, and afar bigger $1.5 billion farm in the eastern Rhode Island Sound — and hasselected a preferred developer, Deepwater Wind. It has also managed to sign apower purchase agreement with a utility company to buy the farm’s output. 

Delaware, Maine, New Jersey, New York and Virginia are also eager to securepermits and to lease blocks from the federal government in waters beyond thethree-mile limit of state control. Some environmentalists are concerned thatthe offshore competition in the Northeast could trump the protection of fishand bird populations, affecting the ecology of the regions.
While environmental groups have generally praised Rhode Island’s planning asthorough, some question why state officials homed in on two sites before thethree-year study was completed. Mr. Fugate, the chief administrator of theRhode Island project and the director of the state’s Coastal ResourcesManagement Council has emphasized that the sites are tentative and could bevetoed if the research indicates that they have big drawbacks. Adjustments havebeen made as the research has progressed, he said. 

With considerable economic stakes, the first offshore wind farm couldgenerate as much as 1.3 million megawatt hours of power in a year, which wouldlight up 125,000 homes and create over 600 jobs. In fact, the competition is sohigh that researchers involved with the project have been asked to keep some ofthe data secret. 

The project has the potential to make or break the attempt to harnessoffshore wind power as a source of alternative energy, but the ecological andeconomic concerns driving the objective need to be addressed, in order to makeit a pathbreaker for other projects to follow.
